The School-to-Careers Adult Education Model was developed to provide education and training services for an increasing population of persons affected by Utah's Welfare Reform initiatives, out-of-school youth, and high-poverty, low-literacy groups. The fundamental building block to achieve these goals is the state's Adult Education services, but several other agencies are involved in a comprehensive program of assessment, counseling, planning, academic and vocational goals, and work-based learning.
