There are not many "true" speaking sites where you can practice your conversational or spoken skills with a partner. There are, however, many sites that you can use to help your oral skills or be used in the classroom.

Public Speaking High-Intermediate to Advanced. English Club.Com gives advice on public speaking.
English Club.Com Pronunciation Beginning to Advanced. English Club.Com again. This site gives some good guidance on pronunciation.
Slate.Com Political Cartoons Intermediate to Advanced. Access to great cartoons that provoke conversations and give insight into American culture and current topics in the world.
Conversation Questions High-Beginning to Advanced. This site contains comprehensive lists of questions to stimulate conversations on a variety of topics.
Designing Effective Oral Presentations High Intermediate to Advanced. This site explains how to give effective oral presentations
Speaking/Listening Activities for ESL by Judith Rohlf Beginning to Low-Intermediate. This site has games for discussing fruit and new identity games to practice asking questions (good for teacher resources)
Speaking Practice Archive Intermediate to Advanced. Contains speaking lesson plans on a variety of topics (good for teacher resources)
