Faculty Senate April 11, 2000 SC117 3:00- 4:50 p.m. ATTENDANCE Present: Grant Richards, President Romesburg, Lucille Stoddard, Ron Hammond, Sandy Vogel, Larry Holt, Cameron John, Karin Davidson, Ernest Carey, Damon Bahr, Kirk Rasmussen, Laurie Wood, James Callison, Bryan Eldredge, Lori Richards, Brian Birch, K.D. Taylor, Forrest Williams, Jill Jasperson, Lynn Turnquist, David Brandt, Denza Bruss, Kathie Debenham, Keith Snedegar, Paul Bean, Eldon Greenhalgh, David Manning, Tom Perkins, Luis Arzola, Gary Noll, Malcom Crawford,Renee Van Buren, Nate Oldham, Lowell Glenn Absent: John Balden, Doug Miller, Elaine Byrd, Max Christofferson,,Gary Griffin Dennis Lisonbee Excused: George Hickman Guests: Karl Worthington, Mark Spencer, Lisa Lambert, Val Peterson CALL TO ORDER Grant Richards called the meeting to order at 3:05 p.m. ACTION ITEMS Political Action Committee: Sandy Vogel presented senators with a handout naming the volunteers who wished to serve on the Political Action Committee. Larry Holt moved to approve the committee, and Kathie Debenham seconded the move. Move passed with a unanimous vote. INFORMATION ITEMS Service Project: Renee Van Buren announced that the next clean up meeting will be on May 9, 2000 from 9:00 a.m. to 3:00 p.m. Protective clothing is recommended to all who choose to participate. Student Body Report: Baron Rohbock told senators that various student body presidents throughout the state of Utah were in support of a bill which would not allow guns in schools or churches. He also mentioned the "School's Out Blow Out" will be on Thursday April 20, 2000 from 11:00-2:00 p.m. Budget and Salary Details: Linda Makin informed senators the previous merit points would be valued at $37.68. Merit bonuses will be included in the next paycheck. Letters of appointment will be out before faculty leave for the summer. Faculty Evaluation Committee Report: Damon Bahr reported on the Faculty Evaluation and Rewards ad hoc committee. He concluded that student evaluation is used by improvement/evaluation entity - tenure, rank, merit on the base, merit bonus, and teacher of the year. The basic tenure responsibilities provide a fine framework of performance values about which we should obtain evaluation data except the college needs to redefine what service in the community means, not using ecclesiastical or service for which there is compensation. (Note: On Parameter Values chart the disclaimer ECFS/HASS shown as a sample should be in the MERIT on the base column.) Faculty's task is to look at the issues comparatively to see where they are at and how they can improve. The committee proposed a change for the end of semester student evaluation to the Summative Rating of Instructor. The summative student ratings will be an action item for next meeting. Security Issues: Nolan Lickey presented information on policy A9.5 which deals with emergency preparedness and other security issues. The policy contains language such as "zero tolerance." Their committee is taking suggestions and recommendations for preferred language. Strategic Plan Update: Mark Spencer said he has received numerous responses from the community, college, and other leaders. A Strategic Planning Council meeting has been arranged for Wednesday, April 19, 2000 from 1:00-3:00 p.m. Policy Changes: Jill Jasperson mentioned there were discrepancies between printed policies and what is represented on the web. She asked senators to review both the old and revised polices for later discussion. She also asked senators to review policies on Educational Travel and Study Abroad Programs (http://www.uvsc.edu/hr/policyuc/b-6.2.html) as well as the Maintenance of Art Policy (http://www.uvsc.edu/hr/policyuc/b-2.art.html) There are concerns with not being able to drink alcohol on study abroad trips. Larry Holt mentioned there were problems with getting access to offices with fine art inside them. It is necessary to find a solution to this problem so those who are touring campus may view them. Back To School Meetings and Professional Development Funding: Forrest Williams announced the last meeting to plan the back to school meetings will be held on April 18, 2000. Forrest also mentioned the need for increased funding for professional development. Constitution Update: Ernie Carey reported the Constitution Committee has eliminated the errors in the Constitution and moved a number of items into the bylaws. He passed out a handout of the changed Constitution. Changes were italicized and highlighted. The proposal is to allow each school to elect a senator to the Faculty Senate. Feedback should be given to Ernie Carey. There was nothing written into the Constitution regarding adjunct faculty representation, but if the senate agrees, it can be added. Lucille Stoddard mentioned that FTE would be an answer to adjunct faculty representation. Any change would require an amendment to the Constitution. Teacher of the Year: Dr. Lucille Stoddard announced the Teachers of the Year for 1999-2000 school year, as well as for the previous year, will be honored at the April Commencement. It will be a new tradition to honor them during the commencement exercises. Replacement Senators: Grant Richards said Masoud Kazemzadeh would be replacing Keith Snedegar in the senate next year. Kathie Debenham announced there will be three new departments next semester: dance, music and theater/communications. Representation for each of these new departments will be chosen for next year. Code of Ethics: Grant Richards passed out a proposal for a code of ethics. Senators are to read the information and come prepared to discuss it next time. Forrest Williams recommended it be linked to the Faculty Senate web page, and Lisa Lambert recommended it be printed up in a brochure. Nominations for Lifetime Senate Award: David Manning made a move to nominate Larry Marsing for the Lifetime Senate Award. Eldon Greenhalgh seconded the move. K.D. Taylor moved to nominate Kirk Rasmussen for the award and it was seconded by Forrest Williams. Voting will take place on April 25, 2000. Lecturer Positions: Lucille Stoddard addressed the issue of lecturer positions. She noted the schools vulnerability in legal issues, as well as the rightness choosing to have lecturer positions created. Ernie Carey and a few other senators raised some concerns and questions about the lecturer positions. Dr. Stoddard will form a committee to study lecturer positions as well as adjunct issues. ADJOURNMENT Luis Arzola moved to adjourn the meeting at 4:50 p.m. and Forrest Williams seconded it.
