Institutional Compliance

Welcome to the Office of Institutional Compliance Assistance and Policy Administration (CAPA). As a department within the division of Institutional Development and Planning, we are committed to furthering the institution's mission and strategic plan, while ensuring compliance with all applicable laws, rules, regulations and promoting the highest standards of ethical conduct across the enterprise. Institutional Compliance is charged by the President to establish and implement an effective, comprehensive compliance program to prevent illegal, unethical, or improper conduct. The basis for an institutional compliance program derives from the U.S. Federal Sentencing Guidelines, originally established in 1987.

A comprehensive institutional compliance initiative is one that integrates and coordinates all significant requirements in which the institution must comply by law, regulation, or other binding rules or agreements and that enables the faculty, staff and students to better manage all operations and risks for which they are individually and collectively responsible by:

  • Coordinating the institution's compliance assurance activities (laws, regulations, contractual requirements), particularly as it pertains to contract services and grants management;
  • Ensuring the institutional perspective is always present;
  • Assessing existing programs against the characteristics of "ideal" compliance programs, and improving as necessary;
  • Providing information about and assessment of emerging compliance issues;
  • Carrying out specific compliance support activities.
