Utah Board of Regents - Utah System of Higher Education The Utah System of Higher Education consists of 10 public colleges and universities governed by the Utah State Board of Regents, assisted by a local Board of Trustees. The State Board of Regents was established by legislation in 1969 and is by law "vested with the control, management and supervision" of public institutions. A role of the Board of Regents is to approve the role and mission of each institution in their policy, R312. The 2007-2008 USHE Budget Request includes $3 million as a first installment." The Board of Trustees helps to guide UVSC. Eight trustee members are appointed by the governor (excluding student body and alumni president). Each appointed member serves a four-year term. Regent Policy 220.4.5.2.1 defines Board of Trustees delegated authority to include "monitoring implementation of the approved institutional mission, including periodic review and update." Board of Trustees voted on November 16, 2006 to approve forwarding to Board of Regents a Rationale Statement for University that would recommend changing the mission of UVSC to correspond with Regent Policy 312-5 Master's Colleges and Universities Type II.
