He also welcomed Gary Griffin, new PACE President; David C. Jones, new Assistant Attorney General for UVSC; Judy Romesburg; and tonight's presenters and guests. - INFORMATION ITEMS
- Introduction of New Trustee, Corrine P. Hill. The Chair introduced the newest member of the Board of Trustees, Corrine P. Hill. Ms. Hill has served as Governor's Deputy for Education, Salt Lake City teacher, principal, and director of curriculum and volunteer programs, education professor at the University of Utah, and as the first executive director of the Utah Education Consortium. Ms. Hill thanked the Chair for his kind introduction and stated how impressed she is with UVSC, and how excited she is to serve on its Board of Trustees.
- President's Informal Report.
- Board Elections. President Romesburg congratulated Doug Morrison on his election as the new Chair of the Board of Trustees. For the Vice Chair position, he said the voting resulted in a tie between Wilford Clyde and Marianne Heaps; therefore, the Board will vote in secret ballot again tonight.
- Enrollment. Noting that fall semester instruction begins August 25, the President said enrollment is up a little over 9 percent from last year at this time. He predicted the final count will be around 20,000 students.
- Facilities Update.
- Heber City. The College has an additional lease facility in Heber City scheduled to be ready for Fall Semester, making three buildings UVSC will occupy downtown. The City of Heber is excited about higher education and is aggressively pursuing additional services and activities for its students. The newly vacated warehouse space facility will supply five new classrooms.
- University Mall. UVSC has doubled its space at the University Mall and now has 50 classes taught at that site.
- National Guard Building. The National Guard Readiness Center is on schedule and should be ready for Spring 2000. It will provide 11 to 13 additional classrooms for daytime use.
- Capitol Reef. The College is currently working on the Sleeping Rainbow Ranch Agreement with Capitol Reef National Park. The Agreement is in its final draft and should be ready to sign in a couple of months. After the signing, and after the building is brought up to code, UVSC can move into it.
- Student Services Building. UVSC has purchased and bonded for the new Student Services building.
- Information Sciences Building. The Information Sciences Building is progressing on schedule.
- Y2K Update. Although the College only received a quarter of the money it requested, Y2 K readiness is on schedule. Also, the College has signed a lease with Dell Computers for the entire School of Business.
- The Capitol Facilities Request to the Regents will include:
- $1.5 million: classroom additions (10 new classrooms) -- approved
- $15 million: general classroom building -- "in the pipeline"
- $17.9 million: humanities, fine arts building -- "in the pipeline"
- $1 million for non-state baseball facility -- currently working with donor
- $3.5 million: non-state student center addition (approved years ago to come from student revenues and fees)
- Strategic Plan Update. The College has been approved for the following additional four-year degrees: Accounting, Behavioral Science, Fire Science Administration, Integrated Studies, Legal Assisting, and Biology.
- Search for Vice Presidents. Recruitment was delayed one month, but will resume next week.
- STYX Concert. The President invited those interested to attend the upcoming STYX Concert at the Events Center.
- Executive Session. President Romesburg said it will be necessary to hold an executive session pertaining to a personnel matter following tonight's meeting.
- Important Dates: Chair Doug Morrison noted the following dates for the Board: August 25, Fall Semester instruction Begins; October 21, Next Board of Trustees Meeting, October 22, President's Scholarship Ball, November 11, Regents Meeting at UVSC (he noted that the Regents request attendance of the Board of Trustees at this meeting); November 12,Higher Education Assembly.
- Strawberry Water Users Property and Building Update. The "Journal Building," has 4700 square feet of space and 7.2 acres of property. The Utah County Commissioners will be meeting about this next week, and we should have financing in place by October 5th or 6th.
- Annual Audit Report. Brent Turner has completed nine audits. He noted some recommendations and compliance review comments for each audit he preformed.
- Academic Affairs Report. Vice President Lucille Stoddard reported that (1) the Library has extended its hours until 11 p.m. on Monday through Thursday, and will also be open on Sundays from 1 to 7 p.m. Journals subscriptions have increased by 40 percent, including many in electronic form. Volumes have increased by 30,000; (2) Two new 4-year degrees were approved at the July Board of Regents meeting: Biology and Paralegal Studies. There was some discussion on the Paralegal Degree, but more discussion on the Biology Degree; (3) 28 faculty have been hired for new and replacement positions, and 11 faculty positions are currently in the search process; (4) Six state VICA contest winners from UVSC participated in the National Competition in Kansas City in July. Awards received were first place in high school collision repair and second places in collision repair and carpentry. They also won the traveling trophy and won first place for community service for translating childrens' books into brail; (5) Dean of Continuing Education, Gary Wixom, has accepted the position of Associate Commissioner for Applied Technology with the Utah System of Higher Education; and (6) Dr. Jans Wager published with Ohio University Press "Dangerous Dames: Women and Representation in the Weimar Street Film and Film Noir."
- Campus Input.
- Faculty Senate. Grant Richards, Senate President, reported that Faculty Senate is very impressed with the quality of UVSC's new faculty, Next Wednesday, announcement will be made of the Teachers of the Year in each of the schools. Teachers of the Year are awarded $2,000; Adjunct Teachers of the Year receive $1,000. Professor Richards stated that faculty are very nervous about their health and benefits packages.
- PACE. PACE President Gary Griffin said members of PACE are also very concerned about their health and benefits packages, and they will be working at getting more funding next year.
- ASUVSC.
- Student Success -- UV Rage. Student Body President Baron Rohbock reported on a new program called "Student Success" where UV Leaders help incoming Freshman adjust to campus life. They show them around campus, help them register, and provide information on how to become involved. ASUVSC is currently planning "UV Rage" on August 24, which will kick off at 10:00 a.m. in the McKay Events Center with President Romesburg entering on a Harley to welcome the students. UV Rage is for all students, but targets the Freshmen. They are given the opportunity to meet with deans, faculty, departments, clubs, and there will be a carnival and bands for entertainment. That evening they are invited to attend "Parents Night" at the Presidents Residence with their parents.
- Tuition Payment Plan. Mr. Rohbock said ASUVSC is working on a tuition payment plan like Weber State University's, which allows students to pay on a month-to-month basis.
- Academic Program Report: Center for Personal & Career Development. Carol Verbecky, Director for the Center for Personal & Career Development, said the Center is housed in the MATC and provides assistance for a very diverse clientele. Most of the clientele are women and men who don't have the skills or qualifications necessary for the work force. The Center's service is provided at no cost for those who meet a certain income level. One of the services involves donations of clothing to those who don't have appropriate clothing for the workforce. The Program has been very successful and offers such classes as Personal Development, Professional Development, Successful Life Management, Enhancing Marriage Relationships, Parenting Skills, Anger Management, and. Knowledge is Power. The Center has about 80 to 95 walk-in's each month. Approximately 80 percent of the clients are women, while the men, at 20 percent, have almost doubled since last year. The Center is advertised through community agencies, low income housing, judges, psychologists, and word of mouth. It is currently in the process of setting up insurance for liability by working with an advisory board which has recently acquired an attorney. Funding comes from Perkins Grants, the College, and any other available sources.
President Romesburg stated how important it is for the various College departments to give their presentations to the Board of Trustees, allowing the Trustees the opportunity to learn more about the outstanding programs offered here, and giving them more reasons to take pride in their Institution.
- GENERAL CONSENT CALENDAR. The General Consent Calendar was approved on a motion by Trustee Jack Zenger, a second by Trustee Chair Doug Morrison, and unanimous approval. The Calendar consisted of the Minutes of June 10, 1999, Board of Trustees Meeting, June and July 1999 Personnel Reports, Investment Reports for Months Ended May 31, and June 30, 1999.
- ACTION ITEMS:
- Confirmation of 1999-2001 UVSC Board of Trustees Officers. After confidential voting by the Board, Douglas Morrison was elected Chair. Inasmuch as there was a tie vote for Vice Chair, the Board approved the election of Wilford Clyde and Marianne Heaps as Co-Vice Chairs. The Board approved the election of Douglas Morrison as Chair and Wilford Clyde and Marianne Heaps as Co-Vice Chairs on a motion by Trustee Paul Sybrowsky, a second by Trustee Jack Zenger, and unanimous approval.
- Resolution of Appreciation to Outgoing Trustee, Beth Tolbert. The Resolution of Appreciation for Beth Tolbert, which was included in the agenda, was approved on a motion by Trustee Wilford Clyde, a second by Trustee Paul Sybrowsky, and unanimous approval.
- 1999-2000 Operating Budgets, Revisions 1 and 2. The 1999-2000 Operating Budgets, Revisions 1 and 2, were approved on a motion by Trustee Ron Dallin, a second by Trustee David Adams, and unanimous approval.
- 1999-2000 Operating Budgets: Education & General, Educational Disadvantaged, Auxiliary Services. The 1999-2000 Operating Budgets: Education & General, Educational Disadvantaged, Auxiliary Services was approved on a motion by Trustee Paul Sybrowsky, a second by Trustee Marianne Heaps, and unanimous approval.
- 2000-2001 Budget Request. The 2000-2001 Budget Request was approved on a motion by Trustee Paul Sybrowsky, a second by Trustee Jack Zenger, and unanimous approval.
- Institutional Interest Income Budget. The Institutional Interest Income Budget was approved on a motion by Trustee Wilford Clyde, a second by Trustee Paul Sybrowsky, and unanimous approval.
- Bachelor of Science Degree in Aviation. Trustee Ron Dallin noted that the College received the 2-Year Aviation Degree in 1994, and now it will have the 4-Year Pilot Program. The College has 17 aircrafts, and the program has 100 percent placement of graduates. UVSC has an internship with American Airlines, and the airlines are requesting that the College put more programs together. Utah State is the only other college with a baccalaureate program. The Bachelor of Science Degree in Aviation was approved on a motion by Trustee David Bradford, a second by Trustee Marianne Heaps, and unanimous approval.
- Library Board of Regents Review, May 1999. This will be discussed at the Board of Trustees meeting in October.
- EXECUTIVE SESSION. Trustee Paul Sybrowsky motioned for the Board of Trustees to recess from its regular meeting and move to Executive Session to discuss personnel matters as provided for under the Utah Public Meeting Law (52-4). Trustee Jack Zenger seconded the motion, and it was unanimously approved.
